On September 26, 2025, the Center for Economic Integrity (CEI) sent this letter to the Arizona Department of Insurance and Financial Institutions (AZ DIFI) in response to the invitation for comments on Regulatory Bulletin 2025-04 (DFI) - Consumer Lender/Sales Finance Dual License. 

 

On December 18, 2025 Kelly Griffith, CEI's Executive Director, and Jamie Ratner, CEI's Board President, joined the Ad Hoc Meeting on Regulatory Bulletin 2025-04: Consumer Lender/Sales Finance Dual License at AZ DIFI in Phoenix, AZ. CEI stressed that the current law does not permit licensed Consumer Lenders to offer loans in excess of $10,000. CEI also explained that if DIFI were to encourage Consumer Lender licensees to also obtain Sales Finance licenses and make loans in excess of $10,000 via a predatory Secondary Motor Vehicle Transaction (car title) loan, that practice would undermine existing consumer lender protections and thus would likely violate those laws.

The Arizona Constitution requires that laws not take effect until 90 days after the end of the session.
